Kmail does not sand e-mails


STEPS TO REPRODUCE
1. Write new e-mail
2. Click sent. 

OBSERVED RESULT
I got message "The mail dispatcher is offline, so mails cannot be sent. Do you want to make it online?" After click "set online" message goes to outbox. If i try send queued message i always got same error: "The mail dispatcher is offline, so mails cannot be sent. Do you want to make it online?"
In akonadiconsile i see mail dispatcher in status offline. I tried to swith it online\restart\abort. Nothing happens. No errors.

EXPECTED RESULT
Message sent

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Fedora 40

Installed the latest version of KDE Neon and got exactly the same error. It turns out that sending mail has been broken for a long time.
