SUMMARY
Screen Brightness can only be controlled on the secondary monitor. The brightness of the primary monitor doesn't change.

STEPS TO REPRODUCE
1. Connect two monitors to your system.
2. Open the "Brightness and Color" Widget
3. Adjust the Display Brightness

OBSERVED RESULT
Brightness only adjusts on the secondary monitor

EXPECTED RESULT
Brightness adjusts on both monitors

This bug seems to be related to #470107 and #481927, i have decided to open a new bug report as the behavior is different to the observed one in these bug reports since only the secondary monitor reacts to the brightness adjustment.
