SUMMARY
Dolphin start with the message:

"There are two actions (Cut, Delete) that want to use the same shortcut (Shift+Del). This is most probably a bug. Please report it in bugs.kde.org"

The Cut and Delete shortcuts are not available in the whole system.

STEPS TO REPRODUCE
1. Open Dolphin
2. Try to copy cut a file CTRL+X
3. Try to paste the file

OBSERVED RESULT
The shortcuts are not working. 

EXPECTED RESULT
All the hot keys have to work without any issue.

Linux/KDE Plasma: Fedora Linux 39 / 5
KDE Plasma Version: 5.27.11
KDE Frameworks Version: 5.115.0
Qt Version: 5.15.12

I have generated a core dump file with gdb.

Is this still happening for you? I can't replicate the issue.

If so, please check your shortcuts and make sure Cut is set to Ctrl + X

Dear Justin! Yes is still happening.. if say me the files needed I can send you in the next reply to this post.

I have only changed some short-cuts from the KDE control panel and now I have lost CRTL+X :/

Maybe could be helpful to debug.. I have also enabled the clipboard history in KDE (https://userbase.kde.org/Klipper); maybe this combo are causing the bug?
