SUMMARY
Hello,

since Plasma 6, I have an application (Cisco VPN Client) that prevents me from shutting down/logging off/rebooting my desktop computer. After a timeout, I get a notification asking me to confirm the shutdown. If I turn off my monitor too quickly, my workstation will not shut down due to this notification. This was not the case in Plasma 5. So I guess something has changed since then.

Shutting down/rebooting from the terminal with sudo works without a notification popup. 

STEPS TO REPRODUCE
1. have a specific app running in the background. In this case Cisco VPN client.
2. shutdown/reboot/logout via the app launcher (Kickoff).

OBSERVED RESULT
After a timeout, a notification is displayed asking me to confirm closing the application.

EXPECTED RESULT
Close background application and shut down/reboot/logout without further prompting.

Thanks for the bug report. Can I ask which Cisco VPN client, specifically you're using? (OpenConnect VPN client, Legacy Cisco VPNC client or something else?)

I have the OpenConnect VPN client installed, and I'm able to shut down with that type of connection active
I can also shut down with the Proton VPN client open and connected
This may be specific to the Cisco client

I also am having the same issue with the Cisco Secure Client preventing shutdown.
Cisco Secure Client Version 5.1.3.62 is what shows on the "AnyConnect VPN" About screen. 
I am running: 
Operating System: Kubuntu 24.10
KDE Plasma Version: 6.1.5
KDE Frameworks Version: 6.6.0
Qt Version: 6.6.2
Kernel Version: 6.11.0-9-generic (64-bit)
Graphics Platform: Wayland
