SUMMARY

STEPS TO REPRODUCE
1. Start a video in a workspace using a method of your choice that uses video hardware acceleration on intel. You should be seeing Video/VideoEnhance being active on intel_gpu_top. I've tested it with mpv, vlc, chromium, Firefox.
2. Change to another workspace
3. Wait for a bit

OBSERVED RESULT
Video running in the background stops/becomes extremely choppy.

EXPECTED RESULT
Video playing normally.

SOFTWARE/OS VERSIONS
Windows:
macOS:
Linux/KDE Plasma: Wayland 6.0.4, Endeavour OS
(available in About System)
KDE Plasma Version: 6.0.4,
KDE Frameworks Version: 6.1.0
Qt Version: 6.7.0

ADDITIONAL INFORMATION
You can work around the bug by either switching to a tab in the browser that does not play video or in mpv by setting the option hwdec=auto-safe. It is not clear if this is a wayland/intel driver or KDE bug.

Can you clarify when it's choppy.

Is it choppy whilst on another workspace? If so how do you know?
Or still choppy after you return.

It becomes fine when I return. It is choppy (like really choppy, more than a second intervals) when I am on another workspace, and I know this is the case because the sound stops and comes back either sporadically or when I return to the workspace playing the video. Does not happen when it's pure audio playing, just video.
