SUMMARY
Tiling is not respected in multi-monitor configurations

STEPS TO REPRODUCE
1. Configure tiles in your laptop monitor using meta-T
2. Connect to a different monitor and configure tiling there as well
3. Disconnect the external monitor 

OBSERVED RESULT
Windows are all over the place. 

EXPECTED RESULT

The laptop monitor tiling should assign windows to the tiles they were configured to before monitor switching.
