SUMMARY
In systemsettings and kinfocentre, animations are a bit laggy(especially with smooth scrolling).
In systemsettings, clicking Color&Themes can always makes the ui smooth.

STEPS TO REPRODUCE
1. start systemsettings
2. scroll or click something with some animation
3. watch it. it is laggy
