I assume it means the crosshairs (other icon shapes can also be selected) above the marble map in the center. This appears briefly when you first view the map and then disappears.
If you want to see it permanently, go to digiKam Settings-> Geolocation and activate the corresponding checkbox. You can also configure other icon shapes under the “Map Plugins” tab.
I'm closing the bug, if my guess is not correct, reopen the bug with a more detailed description of your problem.
