The Flatpak version of Okular 24.02.1 shows "mock" as the only TTS engine, while the rpm version of Okular 24.02.1 on openSUSE TumbleWeed shows both "mock" and "speechd" as tts engines. I've asked about this on the KDE forum [1] and a kind user pointed out that this is could be a bug that should be fixed and that Firefox experienced a similar issue [2].
