SUMMARY
Desktop icons (all links and some widgets) get resorted, rearranged and relocated on every switch on / off of my monitor

Detailed Description:
When I switch / turn my monitor off and on again, icons get resorted, rearranged and relocated up, without my volition. This happens on physical button switch off / on of the monitor. The computer is not switched off, only the monitor is switched off / on. The events of: (a) automatic energy saving switch off, (b) the sleep on / wake up, (c) the PC reboot, - do not trigger the bug. Only the physical monitor switch off / on messes the icons. Icons behave this way upon two steps (switches) until they get fully arranged in two lines on the top of the screen. On the first switch off/on, they get partly rearranged in the middle of the screen, and on the second switch off/on, they all get to the top in two lines.

This bug affects all icon links and some widgets. As regards the widgets, for example, the sticky note is not affected, i.e. not moved up on monitor switch off/on event. However, the TrashCan widget does get resorted and is moved up.
On the right mouse click on the Desktop I set icons to be unsorted and unlocked, so nothing wrong I do on my side.
Icons get resorted and arranged in the lines alphabetically, except for the Trash can which is treated as a folder and put first.

I installed KDE Neon on HDD like a month ago, and fully upgraded and updated it as of now. Right before installation I used to have Kali Linux with KDE Plazma - and I did not have this bug issue, all icons remained where they should be, no matter the monitor switch off / on. I tried to log in KDE Neon to x11 session (instead of Wayland), - but the bug in x11 remains as in Wayland. However, when logged in KDE Neon to Xfce session, the bug disappears, and all icons remain where they should be no matter the monitor switch off / on action. I also tried it now on Live Kali Linux running GNOME in Virtual Box, and separately, ran Windows 11 on this PC motherboard from another HDD, - as a result, both these systems do not care for the monitor switch off/on. They save the locations of icons as the user defined alright. So this KDE Neon Wayland icons' resorting, rearranging and relocating is indeed a bug, and this bug does not seem to be an intentional behavior designed by developers or an industry standard, please correct me if I am wrong. I never had issues with Mesa Intel® HD Graphics 4600 drivers as well, as I can run some basic games alright. So this issue should not be connected with drivers either.

May be there is some some config file that does not have enough access rights to get saved, I do not know.

STEPS TO REPRODUCE
1. Switch off the monitor (not the PC) by hand (not by a program), then switch the monitor back on.
2. Repeat the step 1 once again.

OBSERVED RESULT
Icons (all links and some widgets) get resorted, rearranged in two lines and get relocated to the top of the screen.

EXPECTED RESULT
Icons (all links and all widgets) should remain on the screen in the location where a user placed them.

I have a Desktop PC. Motherboard ASUS Z87 Delux Dual. My Monitor is DELL Ultrasharp U2413 24'
