STEPS TO REPRODUCE
1. Enter edit mode
2. Hower over panel
3. Try to click on "Show panel configuration" button

OBSERVED
Button disappears

EXPECTED
Button is clickable

It's actually not a button, it's a tooltip. The fact that you thought it was a button is an illustration of why I want to make all buttons look buttonlike! See https://invent.kde.org/teams/vdg/issues/-/issues/12.
