This seems like a downstream issue, either with steam or with the system configuration. Also note that sometimes the steam icon resides in the system tray.

FWIW I can't reproduce on arch, wayland, git build of plasma.

it never resides on system tray anywhere one i run that from "menu start"

have you tried live iso kubuntu 23.10?
