2. Maximize windows

What is the visibility setting of the panel? If it is always visible, then this is intentional. For windows to go below you have to choose windows go below.

It is always visible, what do you mean by intentional? Is it like a should be a new feature or smth?

In this mode the maximized window will be fully under the top panel, so you will see the two gaps in the screenshot.
