This is a packaging issue, please report it to your distribution
Please paste output of apt-cache policy libkimageannotator-qt6-0 and of ls -l /usr/lib/x86_64-linux-gnu/libkImageAnnotator-Qt6.so* and of apt-cache policy gwenview
After seeing the "this is a package issue" post, I uninstalled/reinstalled, and it's now working.
