For me, with the same Vivaldi version, when started in X11 mode (the same cmdline as yours), videos in TED and Twitter don't play at all. The error message: "ERROR:extension_host.cc(429)] Received EventAck for extension jffbochibkahlbbmanpmndnhmeliecah for an unknown event". It also happens in the latest Chrome. When started in Wayland mode (add "--ozone-platform-hint=auto" to the cmdline), both work fine. Google search says "jffbochibkahlbbmanpmndnhmeliecah" is the internal name for "Picture-in-Picture" in Vivaldi. So I guess this is a problem with picture-in-picture in XWayland. Could you test if the wayland switch above fixes the problem?
