SUMMARY
The position of the panel is wrong here. Having a floating panel, it looks like non-floating, having it non-floating the panel is partly outside the screen. (see attachment)

set panel to non-floating

only partly visible

Do you have multiple screens connected?

Does it happen in a new clean user account with the Breeze plasma theme in use?

This issue was resolved since a while in master.
