STEPS TO REPRODUCE
1. I have selected a layer something: drawing or text on it 
2.  I select a layer and press Ctrl+T
3.  start drawing

OBSERVED RESULT 
I can't do anything at all.


EXPECTED RESULT
I draw my arts.

The screenshot doesn't show the Layers docker, so it's not possible to tell whether a non-empty layer is selected. There is content on the canvas, but are you sure it's not on a different layer or a Reference Image? (Reference Images can be transformed with the Reference Images Tool.)
