Shows the described issue.

SUMMARY

The folder icons in the places panel do not use the correct symbolic icons (Example: The Down Arrow for downloads) when using fractional scaling. Instead the actual folder icon is shown. This both looks bad and makes it very difficult to understand what the folder icon actually is.

STEPS TO REPRODUCE
1. Switch to 125% scaling.
2. Open Dolphin

OBSERVED RESULT
Places Folders use the full folder icons. (As show in screenshot)

EXPECTED RESULT
Places Folders use the symbolic white/black icons. (As shown in screenshot)

SOFTWARE/OS VERSIONS
Linux/KDE Plasma: KDE Neon 6.0

KDE Plasma Version: 6.0.2
KDE Frameworks Version: 6.0.0
Qt Version:  6.6.2

ADDITIONAL INFORMATION
Tested only on Wayland.

I am not sure if my case is the same, but for me, fractional scaling is not a sufficient (and possibly not necessary) condition for this bug. However, when I plug in a removable harddrive that gets shown up in the places sidepanel, the theming reverts. Though I am not sure what is the proper one - I like the colourfoul icons, but maybe the intent is to use the black and white symbolic ones? And then adding a device "fixes" the issue?

When you right click the places panel and check Icon Size menu, do you have it set "Auto Resize?" 
If so, it can change depending on scaling and window resolutions etc, if the places panel has extra space for the icons to get
large enough for the colored icons to appear.

If you want them always to be symbolic, you can select Small or Medium size.

I am unsure if this is a bug or the auto-resize just being right on the edge of using symbolic and colored icons, so even small changes can affect it.

Indeed, when I resize the panel by dragging it left and right, I can make the icons change from colourful to symbolic even with no external media and no scaling.

That seems fine, but the icons changing without resizing the panel when I plug in a drive seems buggy. I am attaching a video demonstrating the issue. Note that this is with autoresize enabled.

Also note that the behaviour is dependent on the panel being narrow - when I make it wider, the behaviour disappears. Maybe it is because "SAMSUNG_Android" is long, so it tries to make the icons smaller to fit it onto screen, but I have an even longer folder name in places "sdílené Titulkování" that the algorithm is happy to just elide at the end.
