STEPS TO REPRODUCE
1. Install an application that defined shortcuts in its desktop file, e.g. Crow Translate 
2. Open Shortcuts KCM

OBSERVED RESULT
Application does not show up. Only after a reboot it shows up

EXPECTED RESULT
Application shows up immediately
