STEPS TO REPRODUCE
1. im not sure how it starts, it was fine at first after you play around with the settings then this happens. 
2. i guess reinstall and then play with the settings and after that.
3. yous hould get the issue depending what you touch.

OBSERVED RESULT
desktop icons rearrange themselves after reboot depending what you do.

EXPECTED RESULT
needs a fix. what can be done?

can there be a request to add auto arrange like on cinnamon? if's there is a bashcr script. how do you fix it?

please add auto arrange for desktop icon to be disabled.
