STEPS TO REPRODUCE
1. Open up the shortcuts section of the system settings
2. Have an app submit its shortcuts through the portal

OBSERVED RESULT
The new shortcuts show only after reloading the shortcuts page (switching somewhere else and back)

EXPECTED RESULT
Have the shortcuts show up when the app submits them
