STEPS TO REPRODUCE
1. Use opensuse tumbleweed at an older Laptop (ca. 9 years)
2.Try to connect second monitor over vga (use wayland or X11 and kde 6,)
 3. Aktivate the second monitor at the settings
4. Nothing will happend
5. Kde6 notice when the screen is connected but didn't use them, unimportant where i am try it (menu at the panel/settings)

My system isn't 100% sure if it use the iGpu or the Nividea graphic.

ADDITIONAL INFORMATION
The same problem where there with Kde 5.27, but it was fixed with an update. The screen works under Gnome (Wayland and X11). 
The main screen works always under Gnome and kde 5.27/6.0.2

It's like the UI is buildet but not connected to the backend
