SUMMARY
Enter/Exit edit mode label is wrong


STEPS TO REPRODUCE
1. Have 2 panels on 2 screens
2. Enter edit mode on one screen
3. Right-click the panel on the other screen

OBSERVED RESULT
Says exit edit mode but when clicking it enters exit mode on that screen

EXPECTED RESULT
Be consistent with the label and actual action

Also happens after you add a widget to a panel then right click, I think it's generally a problem when the exit mode was programmatically turned off

Another case: Right click enter edit mode then press ESC and right click again
