STEPS TO REPRODUCE
1. use a vertical panel
2. right-click on the vertical panel and choose "Show panel configuration"
3. hover over any arrow of the panel

OBSERVED RESULT
the tooltip is not entirely readable. Please see the attached screenshot.

EXPECTED RESULT
entirely readable tooltip

Confirmed

Confirmed in Neon 6.0.2 / Wayland / Intel graphics. You need to put the panel on the right, and then select height -> custom. then hover over the handle for adjusting the height to see the tooltip (or a little bit of it!). Hoping a dev can take a look at this. Thanks, Nick
