SUMMARY
Launching Telegram causes freezing in panels. The panels don't work for about 2 or 3 minutes. Meanwhile, Telegram works properly and the app doesn't freeze. KWin works properly. I observed this issue only with Telegram. The problem resolves when the Telegram icon appears in the taskbar. Wayland seems to be OK.
The same issue occurs when closing the app. You have to wait for the icon to disappear.


STEPS TO REPRODUCE
1. Open or close Telegram
2. Panels freeze

OBSERVED RESULT
The panels freeze completely.

EXPECTED RESULT
The panels work properly.

Linux: Arch Linux
KDE Plasma Version: 6.0.2
KDE Frameworks Version: 6.0.0
Qt Version: 6.6.2

ADDITIONAL INFORMATION
I had no issues in 6.0.1 KDE Plasma. This seems to be a bug in the new version.

update:
Wayland is effected too.

Seems to be Telegram problem. Fixed by clear cache and data.
