SUMMARY

Put other language that English in Kate. Chage all text to other than English. Give whole KDE Intput for aother language than English (ctrl+alt+k and to see your national keyboard layout). Kate ignores the language set for the whole text. Setting it and restarting it does not help. Kate still ignores language for your national language and text is in "English".

STEPS TO REPRODUCE AND RECOGNIZE

1. Put PL (polish keyboard) in your global KDE settings (ctrl+alt+k to change from EN to PL --you will see it in the systray).
2. Set PL (polish) as default language in Kate. At to bottorm right in the Kate's infobar you will see "pl_PL"
3. Type polish text and almost everything seems OK. You can put Polish diacritical letter "ż" "ó" etc, but its not Polish.
4. Now type something in "quotations" in Kate.
5. Open LibreOffice  Writer (add Polish language, you know what to do...). And now type something in "quotations".
6. Press meta+left arrow for Kate and press meta+right arrow for LibreOffice. Compare (!). "" is different in PL and different in EN.

OBSERVED RESULT
The Polish language is NOT SET! Despite having the same fonts set in both Kate and in LibreOffice (fonts installed globally for KDE, very professional ones- you can try it with Noto and IBM Plex) only LibreOffice Respects the langueage set. Kate despite all settings (input in KDE is PL [keyboard] and PL Language for whole thext as well as PL Language swithched to being default in Kate and restarting Kate) KATE DOES NOT RESPECT LANGUAGE SET.

EXPECTED RESULT
Make Kate respect/obey language set in it (I even set PL as default, in LO, LO obeys/respect KDE's global keyboard input. The only thing I need to do to type in PL in LO (english mensu) is pressing "ctrl+alt+k" to change KDE's keyboard. I had set up the fonts for the same). FIX KATE'S TO OBEY KDE input language and its own broken settings. Make Kate obey respect its own settings as well as KDE keyboard nput settings. Just like LibreOffice Writer always did.

4. LO Writer-  just press crl+alt+k and in systray its "pl". All works. I write in Polish, not Semi-Polish with grammar errors.

Do you mean with 'Kate still ignores language for your national language and text is in "English".' that the spell checker is still turned to "English"?

Not a Polish language when you have uppper-upper quotes. Polish is "lower-upper". There's no such thing as "upper-upper" quotes.  Setting evererything E V E R Y T H I N G in Kate makes no diffreence. Still no Polish quotes. This means no Polish is set, but its on Eglish despite me being able to type the following: zażółć żółtą jaźń. "This qotatation is wrong". Setting evertyhing OK in Kate and it still in English. It shows PL everywhere i set it up, but for example in LibreOffice Writer when I chose PL , I got proper quotations, Polish ones not English ones. THE SAME FONT. This concludes that Kate DOES NOT respect the settings. It just mean I can type the so called diacritical signs/letters:
żźćół but that's it. I need full language support so it means we don't have " at the beginning of quotations. This upper quote is a thte bottom in PL (just like in LibreOffice) and the last is " the upper one (just like in English). This is an easy way to recognize if the the software obeys the language set. LO obeys. Kate does not. It kind of makes me feel discriminated. You wouldn't do it for a FR or DE.

Sorry, but Kate is no word processor, but a plain text editor. We don't support such things for any language.
In German we have the same lower-upper style, Kate will not do that for the de locale either.

As said, that is intentional and for all languages the same. Just like vim and Co. would behave, too.

It is unfortunate that this not fits your needs, but we don't alter that.
