STEPS TO REPRODUCE
  1. Click on the panel and click "Add widgets..."
  2(1).  Try removing widgets from the panel
  2(2).  Exit to edit mode

  OBSERVED RESULT
  If I click the "Add Widgets" button on the panel, widgets will appear that I can add, but I cannot remove them from the panel.  I can exit edit mode, but it won't exit it, instead it will hide the add widgets panel.

  EXPECTED RESULT
  It should be possible to delete panel widgets, and when exiting edit mode you should actually exit it.
