SUMMARY
Animated Gif wallpapers don't use hardware acceleration, instead processing everything on the CPU. VA-API is installed and vainfo shows that hardware acceleration is active.


STEPS TO REPRODUCE
1.  Set an animated gif as wallpaper (higher resolution, more frames, or having additional monitors makes issue more apparent)

OBSERVED RESULT
CPU usage goes up, indicating that the CPU is processing the wallpaper and not the GPU

EXPECTED RESULT
GPU handles displaying GIF wallpapers

OS: Arch Linux x86_64
Kernel: 6.7.9-arch1-1
Shell: bash 5.2.26

KDE Plasma Version: Plasma 6.0.2
KDE Frameworks Version: 6.0.0
Qt Version: 6.6.2

CPU: AMD Ryzen 7 5800X (16) @ 3.800GHz
GPU: AMD Radeon RX 7900 GRE (also occurred with Nvidia RTX 3070, i recently changed gpus)
MEMORY: 31.3 GiB of RAM
