STEPS TO REPRODUCE
1. Open decoration KCM.
2. Click the "pencil" button in Breeze or Oxygen.
3. Change a setting.
4. Click "Apply".
5. Click "Defaults" to revert the change.

OBSERVED RESULT
"Apply" is disabled.
Clicking "OK" doesn't save.

EXPECTED RESULT
"Apply" is enabled.
Clicking "OK" saves the defaults.
