SUMMARY
After upgrading to Fedora 40, the closing lid with external monitor was working, up to the moment I checked "Enable presentation mode" in the display applet. Which when checked can not be unchecked. This is another bug. After this (but not sure if it connected) closing the laptop LID started to go to sleep even with monitor attached. On the battery applet clearly states: "The laptop is configured not to sleep when closing the lid while external monitor is connected".  In plasma powerdevil logs: 
Mar 14 08:03:34 laptop-linux org_kde_powerdevil[2629]: org.kde.powerdevil: Lid action was suppressed because an external monitor is present
Mar 14 08:03:35 laptop-linux org_kde_powerdevil[2629]: qt.qpa.wayland: Creating a fake screen in order for Qt not to crash

but still laptop goes to sleep.

STEPS TO REPRODUCE
1.  Attach external monitor
2.  Configure not to sleep while external monitor attached.
3.  Close lid

OBSERVED RESULT
Laptop goes to sleep

EXPECTED RESULT
Do nothing.

Fedora: 40
Plasma: 6.0.2 
GPU: Intel
External monitor connected using USB 3 

Does something went wrong with the presentation mode switch? 
Something went wrong with the power devil configuration migration?

This is https://bugs.kde.org/show_bug.cgi?id=477355 which has been fixed in the most recent release.
