Current behaviour of tint with accent colour is that the window gets tinted if an accent colour is derived from the wallpaper or if a custom accent colour is set. But if accent color is set to "Derive from Colour scheme", the color scheme will not tint itself using the "highlight" color of the colorscheme.

Right, that's intentional. This only takes effect with accent colors, not highlight colors.
