STEPS TO REPRODUCE
1. open spectacle an capture rectangle region
2. selet rectangle - fill color - pick screen color

OBSERVED RESULT
the displayed and chosen color of the screen is incorrect

EXPECTED RESULT

Works for me when I pick a color inside the rectangle. Are you picking a color outside of the rectangle?

Aha, I missed that you're on X11. That means it's Bug 172921.
