Stacked docks after switching destop from hdmi to displayport

SUMMARY
Panels on X11 are resetted to the default position when switching inputs on monitor / turn off and on again


STEPS TO REPRODUCE
1.  Create X Panels (I have 2 Panels on the lower bar, once centered with application icons and applauncher and one right aligned with sys icons
2.  switch inputs on monitor (on my setup I have my main PC on DisplayPort and my Notebook for work on HDMI, so I switch between often during the workday)
3.  when coming back to the KDE / Plasma environment, the Docks are now no longer on the bottom, they are top left stacked until reboot / reconfigure

OBSERVED RESULT
Dockposition resetted by turning display off and on

EXPECTED RESULT
Dockpositions are fixed, even when display has been resetted

Restarting plasmashell sets the panels on the correct position:

"systemctl --user restart plasma-plasmashell"

Also addition:
The panels looking good for the second you switch back to the KDE Environment, until you start e.g. a browser (I use vivaldi) then the panels are moving away from the correct position to the top left

Does the same thing happen on Wayland? Or is it X11-only?

Thanks. I also have a few more questions I thought of which could help narrow it down:
2. Does it also happen if you lock the screen with Meta+L and then unlock, or only on screen switching?
3. If you create a new clean user account and replicate by hand the same panel setup there, does the bug still happen? Or no?

I was not able to recreate the issue on wayland and neither on X11 on purpose.
I think it might be have to do with "time" 
My scenario was:
(my main desktop KDE, Notebook other DE)

I am working on my notebook connected to my display via HDMI, main PC via DP.
Switching between both some times via display ports selection. 
I tried it to enforce the issue I have seen several times now by quick switch in between (nothing happened)
But I faced the issue like 5 times in 2 days, but in general I dont switch that fast between the 2 environments.

I will do some other tests, if I can reproduce it for sure I will test a new user and again wayland.

Short note:
I have tried on X11:
- Turn my display out for like 5 minutes.
- Turn it back on (everything looks okay) 
- open vivaldi 
-> Panels are moving from the normal position to the top left

Will try a new user next

X11: New user, same behavior. Turn display off for like 5 minutes and turn back on (was logged out on the new user account here, logged back in, everything looks okay, open vivaldi and the panel moves from bottom to the top).

Will try wayland at next

For my testings: Wayland is not affected of the bug

- Lock screen doesn't have any issues for me
- New User has the same issues

Issue seems to be gone after the latest bigger update, thank you!
