SUMMARY

Size of icons change depending on the contents of the taskbar.

My arrangement in the taskbar, from left to right, is: application menu button, quicklaunch, pager, taskbar, system tray. When I have different number of windows open in different desktops, the position of the pager shifts when I change desktops, because the width of quicklaunch becomes different on each desktop. This is make it difficult/annoying to change between desktops using mouse.


STEPS TO REPRODUCE
1. Add a quicklaunch and a taskbar
2. Start opening new applications

OBSERVED RESULT
Icons in the quicklaunch (and the size of the quicklaunch as a whole) change

EXPECTED RESULT
Quicklaunch and the icons within it should remain fixed, as it did in the past 20 years.

Since this is on your task manager (taskbar), why aren't you using the feature to pin things to the task manager? 
Just right click on any icon that's in the task manager or in the main launcher to find the option.
That's what everyone else does; that's the core feature that's supported.

It seems like this quicklaucher is more likely intended for use outside the task manager.

That aside, yes, it's got some odd shifting behavior where the icons scoot a bit closer together depending on desktop.

Because that makes it a part of the taskbar! And as a consequence, then I'm not able to move the quick launch to where it "naturally" should be: between the "start menu" and the "pager". The taskbar should be to the right of pager.

This used to be the ordering of things until KDE 5 showed up. I've been using KDE since 1999, so there's some muscle memory ingrained in me (and probably many other like me).
