Current checkbox behavior

SUMMARY

This is mainly regarding consistency, that when hovering over the checkbox, I think it should have an outline similar to other checkboxes instead of going transparent.

STEPS TO REPRODUCE
1. Hover over a checkbox in the monitor graphic

OBSERVED RESULT

The checkbox becomes transparent (when unselected) or the background becomes transparent (when selected)

EXPECTED RESULT

The checkbox background stays visible, and has an outline like other checkboxes.
