SUMMARY
It'd be great if we can make the panels appear on full screen windows by using the screen edge and touch screen edge feature on full-screen applications.  Preferably, just the panel based on where the mouse is (i.e. top edge for top panel, left edge for left panel, top & left panels for top-left corner).

Another option is to disable global menu on some applications using window rule.
