With this anecdote, I think it'd be really useful, especially for new users, to present them the default Plasma hotkeys, like in the mockup I have attached, whereby source is [2]. (I could also imagine that such a "virtual keyboard" could be displayed any time for editing and looking up shortcuts when regularly using Plasma. That'd be content for another issue though.) IMO some app that can visualize all current shortcuts (programmatically) would be a great feature. It doesn't even need to be shipped by kde, as we expose dbus API to get all shortcuts.
I think what we'd want to do in Welcome Center is mention the thing that gets implemented in Bug 482968, so that people can find and explore it.
Instead, we did this somewhat differently. For Plasma 6.5, there's now a "Keyboard Shortcuts" page that tells you about some of Plasma's shortcuts, and also points you to the Shortcuts KCM in System Settings, where you can see all of them.
