When 'Firefox' or any other application is opened in Full-Screen,  'Telegram' is minimized to systray and clicked to open it will not raise above any Full-Screen application.

How exactly are you accessing Telegram's system tray icon while Firefox is fullscreen?

What distro are you using?

Using Arch, I'm accessing the system tray by clicking the systray 'telegram-desktop icon'. it doesn't matter if it is fully closed to systray or if it is open on the desktop, if firefox is open maximized and I 'click' the 'telegram-desktop' icon it will not raise above firefox.

Just updated the latest kde packages that came in the arch repo and it is no longer doing that.
