Same behavior both on Wayland and X11. Default dark theme Breeze. Just checked what will happen on new user, still the same behavior.
Are you using a custom Plasma theme? If not, these issues feel like GPU driver bugs to me. Let's use this bug report to track just the issue with the floating panel misbehaving.

Sadly I lost all the files i uploaded here :( And I got rid of the bug with erasing all of my configs and also deleting, and installing Plasma again. Sorry for this, we can just close this because of the lack of info or resolved. Thanks for your time!
