I'd like to propose to move all settings of the Plasma Desktop Folder application to appropriate places in the System Settings. Eg Change Virtual Desktops by Scrolling could go to the "Virtual Desktop" category. This way there's one central and single place for all Plasma configurations (*) and thus the user doesn't need to visit several places in order to find a Plasma related option. This would also give the ability to using System Settings and krunner search functionality to find "Desktop Folder" related settings quickly. (Last but not least, even if the user now removes the ability to open the Desktop context menu via the Mouse Action rules, it'd be very easy to re-add the rule in the System Settings.) (*) except for panel and widgets obviously, which is fine
In general I agree, and I think System Settings is the place where people are more likely to look for this stuff. However this isn't easy because the desktop is per-screen and per activity, not global. So if we were to do this, it would have to be like the Plasma 6 Wallpaper KCM which has a screen and activity chooser so you can choose which exact desktop you'd like to change the wallpaper for. So, possible, but difficult.
