Hmmm, this looks like either a color theme or style issue. How does that look with Breeze Dark and the Breeze style?
I'm using the Application Style 'Fusion', it does go away slightly when switching to Breeze or Oxygen, but appears when using Fusion or MS Windows 9x. I've been using Fusion for years though, it never had this white border previously.
