SUMMARY In Plasma 5, the Force Font DPI option only affects the font size (which is expected and consistent with its name). In Plasma 6, this option affects the entire UI and has the same effect as Global Scale on the Display Configuration page. It would be wise to bring back its behavior as in Plasma 5. I can reproduce this on Wayland, too.
There is no Force Font DPI setting on Wayland in Plasma 6, and the value set for it on X11 is ignored on Wayland. So what you're seeing is something else.
I find that with the 'force fonts DPI' setting disabled and Display scaling set to 150% on X11, 1. Qt5 applications are not scaled (checked with Cantor and Kile) 2. The titlebars of all windows are unscaled Nevertheless, gtk3 applications (gedit) and Qt6 applications (System Settings and Dolphin) have their content scaled correctly.
This all works as intended.
