SUMMARY
KCM keys doesn't show shortcuts for applications, it says: "Error while communicating with the global shortcuts service"
Hotkeys works fun, for example I can easily open Konsole using ctrl+alt+t, but I just don't see the Konsole there in these settings because of this error.

STEPS TO REPRODUCE
1. Open KDE settings
2. Switch to "Shortcuts"
3. Wait a minute

OBSERVED RESULT
In the top of the windows the errors are displayed: "Error while communicating with the global shortcuts service"
And there is no applications, for which I set up hotkeys.
EXPECTED RESULT
The error shouldn't be displayed and I should see my applications in the list.

Actually I have Debian testing and maybe it's their problem, but I don't know.

What happens if you run manually 

kcmshell6 keys


What does     systemctl status --user plasma-kglobalaccel.service 

say?

Finally if the service is not running what happens if you run /usr/lib/x86_64-linux-gnu/libexec/kglobalacceld  manually?

Sorry I just saw this is plasma 5, so instead of kglobalacceld in libexec, try running kglobalaccel5 which is in PATH

Seems like we've got a bad object path. Could you please paste the output of 
qdbus --literal  org.kde.kglobalaccel /kglobalaccel org.kde.KGlobalAccel.allComponents
