SUMMARY
Files can't be sent from desktop computer to the android mobile phone. KDE Connect is installed in both machines, running, and connection is established. Other features like sharing clipboard, ping, incoming calls message, media control work fine. 
Problem is described below using Dolphin file browser, but it is also reproducible using the send file feature from KDE Connect.

STEPS TO REPRODUCE
1. Open Dolphin and place mouse pointer over the file to be sent.
2. Right click and choose "Mit KDE Connect an ... senden" (With KDE Connect send to ...).
3. File transfer is initiated (progress message is shown, stay at 0%) and error message on the phone appears: Die Datei von ... wurde nicht empfangen (The file from ... was not received)

Same problem here, but i have also an old Phone with Android 9 and KDEConnect 1.29.0 where i can receive files.
On my newer one with Android 14 i have the same problem, that i can't receive files. Same message from Phone to Phone or Desktop to Phone:
Android 14 says: 
Die Datei von ... wurde nicht empfangen.

Same taget different sources ... or so ... only difference: Android Version

Forgotten: It is LineageOS 21 as Android 14 on Google Pixel 4a ...

I have to say, that it is not an problem of the app, nor an adroid fail ... or so ...
In my case, it is an problem of the filename with not allowed sign ... here ":" which were accepted in Android 9

Nur zur Klarheit: in meinem Fall liegt das Problem am Dateinamen, der auch aus Datum und Uhrzeit besteht. Eine solche Datei konnte ich dann mittels web.whatsapp auf mein Smartphone übertragen und das speichern wurde auch mit Sonderzeichen akzeptiert.
Als ich diese Datei dann umbenennen wollte, meckerte der Dateimanager über unerlaubte Zeichen ... ich vermute, dass das auch ein Problem in manch anderer Anwendung ist. Ich habe das bei der Übertragung mittels bluetooth erlebt und ein Import einer Datei mit diese Sonderzeichen schlug auch bei OSMand fehl (.gpx-Datei mit Sonderzeichen).

I hope, there is someone who understands german, i can't repeat in english precise enough ...

Same here: Ubuntu 24.04.1 and Pixel 7a (Android 15)

I found that the file is transferred when I select "Open on peer device". 
So this may be a workaround for others as well.
