SUMMARY

Right clicking a window title bar to get the context menu works as expected on the primary display.
However if a second display is attached, right clicking the title bar for a window on the second display results in the context menu appearing on the first display.  This happens in both X11 and Wayland sessions.

STEPS TO REPRODUCE
1.   Right click title bar of a window

OBSERVED RESULT

If doing this on a window on the primary display, the conext menu pops up under the mouse.  If doing this on a second display the pop-up menu appears on the first display

EXPECTED RESULT

pop-up menu should appear under the mouse regards of which display the window is on.
