STEPS TO REPRODUCE
1.  Set Titlebar Action for Double-click to Shade
2.  Double Click title bar


OBSERVED RESULT

On Wayland session
For most windows nothing happens.  Chromium browser using system title bar partially works, but leaves a frame, maybe drop shadow of where the window was, but contents are shaded.   However if a window is revealed in the shaded region it can't get focus by clicking on it.

On X11 session.

Window contents gets shaded, however a frame /blur effect is still shown where the window existed prior to shading.  Clicking on a revealed window in the shaded region, does select that window unlike the Wayland session


EXPECTED RESULT

Window should shade, with just the title bar visible.  Worked fine prior to Plasma 6.

I have updated one PC to Plasma 6 from Plasma 5.27, and Shade seems to work.  However, a fresh install on another doesn't, just as Ben describes.

Ah, one is X11 and the other is Wayland!
