OS:          Linux (i686) release 2.4.18-4GB

Currently The manual proxy setup option in konqueror though has an option to exclude domains and IP addresses, there is no option to specify a range of IP address ot use wildcards liek 172.16.*.* or a network like 172.16.1.0/24 etc.

It would be convenient to specify a range of IP address or use wildcards and also an option to exclude Private and APIPA assigned IP addresses. i.e, an option like ' do not use proxy for local addresses' which will make konqueror not use proxy for the local Ip network. This option is found in IE and mozilla

This is indeed not yet implemented up to now (3.1). It is rather important to exclude own 
domain or IP ranges for intranets in companies, so this is more a very annoying bug 
than a wishlist item. 
 
At least it should refuse wildcards if they are not supported.

Change severity to wishlist and merge with a similar ticket.
