Inverse scroll mouse setting does not work

STEPS TO REPRODUCE
1.  Set option to enable inverse scrolling with mouse
2.  See that the scrolling direction has not changed.
3. 

OBSERVED RESULT
Scrolling is still normal direction.

EXPECTED RESULT
Scrolling in inverse direction.

Please make sure you've selected the correct device on the top of the settings page; many PCs have additional "pointer devices" that aren't actually real mice, but which can be selected by default in the settings anyways

That is exactly it, thank you for this!  The default top device was set to my keyboard under the "Mouse" section, outside of considering setting any found "mouse" to the top selected device in that section, this is PEBKAC error.  Thanks!
