SUMMARY
After the KDE Neon 20240226 install I'm not able to install packages because of kde-neon broken dependencies on power-profiles-daemon


STEPS TO REPRODUCE
1. Install KDE Neon 20240226 
2. Add pps repo for system76 drivers 
3. Run sudo pkcon install system76-driver                           

OBSERVED RESULT
$ sudo pkcon install system76-driver                           
Resolving                               [=========================]         
Testing changes                         [=========================]         
Finished                                [=========================]         
Fatal error: The following packages have unmet dependencies:
  neon-desktop: Depends: power-profiles-daemon but it is not installable
                Depends: powerdevil but it is not going to be installed

$ dpkg -l | grep power-profiles-daemon               
ii  power-profiles-daemon

$ dpkg -l | grep powerdevil

After disabled the local repo (that is used during the install) the problem is solved
