'Restart' and 'Shutdown' buttons don't work in application launcher

STEPS TO REPRODUCE
1.  Start KDE Neon Plasma 6 
2.  Attempt to shutdown or restart through application launcher 
3. 

OBSERVED RESULT

Nothing happens, no error messages, no effect 


EXPECTED RESULT

Desktop shuts down or restarts
